究还比较少,而这方面的研究显然很有必要,这就需要公共行政研究者共同努力,系统梳
             理和总结国外公共行政关于规则行为研究的既有成果,在批判中借鉴,结合实际,加强对
             公共组织中的规则行为的深入研究。国内公共行政的研究者应借鉴管理学、经济学、社会
             学、心理学等多学科的视角,运用质性和量化等多种方法,通过对概念的梳理和影响因素
             的探究,进行实证研究到底是哪些因素影响了我国各级公共组织中公职人员的规则行为,
             也可以进一步探讨国内公共组织规则行为的区域差异,从而可以为制定有效规则、减少繁
             文缛节、减少违规行为、使有效规则得到切实贯彻,进而为推进国家治理体系与治理能力
             现代化做出应有的学术贡献。
