〔 Abstract〕The People’s Congress is an important integration of the whole - process people’s democracy, and
the improvement of which is an important guarantee for implementing the various strategic deployments of Chinese
modernisation proposed at the 20th National Congress of the Communist Party of China,and advancing toward
the second centenary goal. As China’s representative body,the mechanisms of opinion detection,expression,
consultation, and public participation endow the People’s Congress with the functions of information dissemina
tion, social mobilization, political absorption, and social integration, which are of great value for promoting Chi
nese modernisation. Therefore, the clear goal of Chinese modernisation can be regarded as an opportunity and a
guideline for the People’s Congress to promote whole - process people’s democracy.

Configurational Analysis of Poor Performance in Digital Government:Based on fsQCA at the Pro

〔 Abstract〕Improving the poor performance of digital government, and balancing the differences between region
al digital governments play a pivotal role in boosting a continuous regional digital transformation. To reveal rea
sons that result in the poor performance in digital government,this paper analyzed the status quo of the imple
mentation of digital government at the provincial level in China profoundly by the analysis framework of the per
formance in digital government,which is based on resourse - based theory,and fuzzy - set qualitative compara
tive analysis. The study found that ( 1)the resource elements that affect the performance of digital government
have multiple - conjunctural causation,( 2)financial support,intergovernmental competition,institutional sys
tem,the public needs,and the capability of digital service fed into the performance of China’s regional digital
governments,in which the last three reasons played a most significant role in contributing the poor performance
of regional digital governments,( 3)five configuration paths result in poor performance in digital government,
( 4)financial support and intergovernmental competition could be substituted for each other, as institutional sys
tems and the public needs do. This paper gives more insights into the complexity of the performance in digital
government,and provides reference suggestions for improving the low performance dilemma of digital govern
ment.
