Shaping “ Active Residents”:Coupled Paths for Political Parties to Lead the Self - Governance in

             〔 Abstract〕The difficulties of community autonomy include the lack of initiative of the governance subjects, the
             obstructed interaction among the governance subjects,and the weakness of subjectivity as well as community
             awareness on whole community. Political parties have relative independence and political activism to reshape so
             ciety. Especially when social sectors are impotent while public rationality has not been formed, political parties
             can act as leading subjects to take up the responsibility of filling the vacuum of social sectors and stimulate social
             vitality with political behavior. This is the rationale for parties to lead community autonomy,and it is also the

             basic logic of uniformity between parties’leadership and community autonomy. Therefore,party organizations
             in communities can cultivate active subjects,cooperative relationships,and conscious whole residents by taking
             full advantages of organization,mobilization,interest coordination,and discourse construction,which should
             conduce to build an organically united and well - ordered association among the governance subjects, so as to a
             chieve the purpose of reshaping the community society and boosting community autonomy.

             State Governance in Ancient China:From “ Grand Unification”of Cultural Symbolism to “ Great
             Centralization”of Political Systems                                               HU Jian  78



             〔 Abstract〕The change of governance in ancient China from enfeoffment system to prefecture and county system
             is actually a significant change from “ grand unification”to “ grand centralization” . The prefecture and county
             system,as a political system,originated from the political practice after the unification of China by the State of
             Qin. However, under the enfeoffment system, the shier and county governments, as the first level governance in

             stitutions,have long existed in various vassal states. The “ grand unification”does not specifically refer to the
             autocratic monarchy system with the prefecture and county system as its content. In fact, the “ grand unification”

             has been formally proposed before, and in fact, the “ grand unification”under the enfeoffment system is a cultur
             al order and political symbol centered on the emperor of Zhou Dynasty. Although the Emperor of Zhou declined
             slightly,he was still the source of the legitimacy of the power of the princes, so he was still at the center of the
             “ world”and as the “ Lord of the world ” . The autocratic monarchy with prefecture and county system as its con
             tent was called “ grand unification ”by later generations, but in fact, it was “ grand centralization”, which had

             risen to a political system rather than a political symbol. This system has been implemented in the history of more
             than 2000 years,although it was occasionally questioned. In other words,the “ grand centralization”of the
             county system is not an inevitable choice of history, but a vertical power structure relationship maintained by re
             peated games. As it is the governance logic of authoritarianism,this power structure relationship can only be a
             passive interaction relationship subject to obedience.
