The “ Organisation - Technology”Interaction Mechanism for Transforming the Party’ s Leadership
Advantage into Government Governance Effectiveness:Reflections on the Construction of Digital

〔 Abstract〕The play of the leadership advantage of CPC is the key to improving the efficiency of government
governance. Digital government construction provides a space for exploring the internal mechanism of how the
leadership advantage of CPC can be transformed into government governance effectiveness. By integrating organi
zational technology relationship theory and party and government system theory,a theoretical model of the “ or
ganization - technology”interaction under the leadership of CPC has been constructed. That is, it is difficult for
digital government construction to achieve a balanced state spontaneously due to the inherent rigidity of technolo
gy and organization,and the leadership advantage of CPC is needed to play an intermediary role. Specifically,
the leadership advantage of CPC is manifested by leveraging its own strengths in value concepts,organizational
structure,leadership system,and leadership behavior to achieve the unity of re - construction of government or
ganization and re - definition of digital technology. This results in the perfect combination of tool rationality and
value rationality, the interlocking coupling of government structure and technical network, the seamless connec
tion of offline and online services, and the collaborative efficiency improvement of government system and techni
cal standards. Ultimately,this leads to the sound operation of digital governance and significant improvement in
government governance effectiveness.

From Political Identification and Being Loyal towards the Party to Accountability and Effective
ness:Based on the Analysis of the Motivation of Party Members in Non - Public Enterprises to En

〔 Abstract〕At present,the Party building of non - public enterprises has entered the stage of consolidation and
deepening, and how to give better play to the role of Party members in non - public enterprises has increasingly
become an urgent problem to be solved in practice and theory. Although previous studies have realized the im
portance of strengthening the education and management of Party members in non - public enterprises, they have
rarely studied the mechanism of playing their role from the perspective of “ political psychology and behavior” .
Based on faith perspective,social identity theory and internal motivation theory,this study focuses on the rela
tionship between non - public enterprise Party members’political identity and taking charge and constructs a
moderated - mediation model related to loyalty to the Party and public service motivation from the perspective of
belief. The analysis of the sample data of 2863 non - public enterprise Party members finds that political identity
of the non - public enterprise Party members has a significant positive effect on their taking charge;while,the
autonomous loyalty dimension of Party loyalty shows a significant mediating effect in the above relationship, and
the mediating effect of autonomous loyalty is moderated by public service motivation. But the controlled loyalty
dimension of Party loyalty does not have a significant mediating effect under the moderation of public service mo
tivation at different levels. The research conclusion reveals the action mechanism from non - public enterprise
Party members’political identity into taking charge, which is of great enlightening significance to better play the
vanguard and exemplary role of Party members and improve the effectiveness of the work of Party building in non
- public enterprises.
