〔 Abstract〕Traffic generally refers to the volume, attention, and influence of the dissemination of online information in the digital age. Traf
fic politics is a political form in which political entities utilize traffic resources to disseminate,discuss,exert influence on,and even shape
political issues,political figures,and political events. Existing studies such as " platform politics" and " algorithm politics" mainly focus
on the " field" and " tools" of politics,while " traffic politics" attempts to reveal the " driving force" behind it. The synergy of mecha
nisms such as algorithm recommendation,traffic aggregation,and political absorption has contributed to the emergence and development of
traffic politics. Traffic politics,while reconfiguring the political process,also gives rise to a series of structural concerns due to its inherent
logic: cognitive misguidance based on traffic production, group polarization based on traffic consumption, and democratic distortion based on
traffic manipulation. These issues not only threaten the healthy development of the political system but also have adverse effects on the mod
ernization of national governance. To improve the comprehensive governance system in the digital space, the first step is to build platforms to
guide " flows" and strengthen the public opinion positions, re - establishing the legitimacy of power in the digital era; the second step is to
promote law - based governance of " flows", improving the legal system in the digital space, and legally defining and regulating new power;
the final step is to achieve the integration of virtual and real " flows", establishing a collaborative mechanism online and offline, and requi
ring the political system to have stronger adaptability and integration capabilities.

〔 Abstract〕The government data sharing practice of local governments in China presents a picture of “ different answers to the same ques
tion” . Based on the two - dimensional framework of “ control right - action goal”,the local diversification models can be divided into four
types: integrated control type, authority mobilization type, empowerment service type and market - driven type. The integrated control model
relies on technical mandate and standard construction to improve data efficiency, the authority mobilization model relies on high - level coor
dination to achieve barrier breakthrough,the empowerment service model helps reduce the burden at the grass - roots level through data re
turn,and the market driven model confirms the value of activating data elements through property rights. The differentiated models stems
from the “ strategic adaptation”of local governments based on specific scenarios and the “ creative reorganization”of existing resources. The
national level should also build and improve differentiated empowerment incentive mechanisms, shared strategy toolboxes and classified regu
latory measures to further absorb and optimize local practice innovation.
