〔 Abstract〕Capitalist civilization has failed to deliver the universal spiritual freedom envisioned by Enlightenment thinkers. Instead,under
the discipline of capital, it has given rise to various spiritual predicaments, including the commercialization and instrumentalization of spiritu
al production,the utilitarianization and fragmentation of spiritual communication and the desire - driven and entertainment - oriented nature
of spiritual consumption. In contrast, Chinese modernization, oriented toward a new form of human civilization, demonstrates the future pros
pects of human modernization. In the process of modernization that harmonizes material and spiritual advancement,Chinese modernization
has created a rich spiritual life for the people through a developed spiritual civilization. It has achieved a triple transcendence over capitalism
in terms of spiritual production, spiritual exchanges, and spiritual consumption, effectively addressing the predicaments of Western moderni
zation’ s capital - driven narrative and spiritual alienation. This opens up a new path of civilizational development to meet the people’ s
growing spiritual and cultural needs and promote common prosperity in spiritual life of the people.

〔 Abstract〕The mechanism of delivering high - quality cultural resources to the grassroots is related to the equalization and accessibility of
public cultural services,as well as the effectiveness of cultural power construction. A case practice study based on the construction of the
closely integrated urban and rural public cultural service community reveals that the formation of a favorable ecosystem for public cultural
services requires not only the proactive actions and agile responses of the government but also the in - depth participation of multiple sub
jects. Compared with responsive governance,positive response governance is characterized by initiative,systematicness and people - orien
ted nature. It takes the expression of cultural demands of the public and positive responses as the basic path, and the governance process em
phasizes proactive intervention and dynamic optimization. By strengthening institutional arrangements and mechanism construction under the
leadership of Party building,smoothing channels for serving the people through resource integration, promoting targeted services through ver
tical communication, stimulating internal motivation through interactive mechanisms, and facilitating urban - rural integration through cultural
empowerment,thus promoting the construction of grassroots cultural services and consolidate the cultural foundation of common prosperity.

Honor Incentives:The Generating Logic of Performance Differences in Rural Environmental Gov
ernance——— A Case Study of Southwest Hubei DU Ning - Ning YUAN Ke 84
〔 Abstract〕Rural environmental governance is a livelihood project that improves the quality of life of villagers and is also the fundamental
support for promoting sustainable development in rural areas. Selecting two villages in Enshi Prefecture ( Southwest Hubei), Hubei Province,
as comparative cases, this study focuses on the generation logic of differences in rural environmental governance performance and explores the
key role of honor incentives in it. Research finds that the two villages with similar basic conditions gradually showed significant differentiation
in environmental governance performance after D village was awarded the honor of " National Ecological and Cultural Village" in 2018. By
integrating the theoretical perspectives of the Hawthorne effect and the Matthew effect,the triple logic of performance differences caused by
honor incentives is revealed:first,triggering internal driving forces of governance subjects;second,aggregating internal and external re
sources;third,the dual - wheel interaction between internal driving forces of governance subjects and resource inclination produces a multi
plier effect. Finally,it is proposed to construct a hierarchical dynamic honor system,establish a dual track resource allocation mechanism,
cultivate a governance community driven by endogenous forces, and set a protective bottom line for honor competition to optimize the grassro
ots governance incentive system,in order to continuously improve the performance of rural environmental governance.
