             practical constraints persist, including limited villagers’agency, underdeveloped digital - intelligence infrastruc

             ture,and shortages of professionals with expertise in digital technologies and the rule of law. In the future,ef
             forts should be made to enhance legal education and publicity, accelerate the improvement of digital and intelli
             gent technology infrastructure,and perfect the public legal service system. With the aim of integrating the three
             governance systems,we should stimulate the vitality of multiple entities,build a governance community where
             digital and intelligent technologies are embedded in the construction of law - based rural areas, and continuously
             promote the construction of livable,prosperous and beautiful rural areas.

             〔 Abstract〕The Party’ s cultural leadership—the concentrated expression of the CPC’ s overall leadership in cul

             ture in the new era—underpins the building of a socialist culture with Chinese characteristics and reflects the
             Party’ s capacity and sense of responsibility to set direction, allocate resources, develop talent, and exercise dis
             course leadership in cultural development. Upholding this cultural leadership is a creative synthesis of Marxist
             theories of cultural development with China’ s millennia - old wisdom in cultural governance; it also distills and
             theoretically elaborates the CPC’ s century - long practice in cultural development, and constitutes a strategic im
             perative for building a culturally strong socialist country and meeting the era’ s call for the people’ s shared spirit
             ual prosperity. To consolidate this leadership,priorities include upholding a people - centered value orientation

             that affirms the people’ s principal position, fostering innovation in the cultural theory system, strengthening key
             platforms and frontiers for cultural development, and leveraging the “ critical minority”of leading cadres in cul
             tural work—thereby providing systematic support for building a culturally strong socialist country.

             〔 Abstract〕Giving priority to the development of Party membership at the village level is a longstanding tradition
             of the Communist Party of China ( CPC) . Throughout the periods of revolution,nation - building,and reform,

             the CPC has made specific arrangements for recruiting Party members in the countryside in response to changing
             rural conditions and tasks. In the new era,doing this work well is an intrinsic requirement for consolidating the
             Party’ s long - term governing foundation;it is necessary for achieving comprehensive rural revitalization;it is

             the inevitable choice for building a tightly knit system of primary - level Party organizations; and it is the appro
             priate measure to address the aging of village - level Party ranks. The main sources of incremental village - level
             membership include six categories:( 1)villagers recruited locally;( 2)university student Party members;( 3)
