agement,it is necessary to trace the dynamic process,uncover the underlying mechanisms,and propose reme
             dies for the fragmentation of emergency management. Using a Context ! Structure ! Action explanatory frame

             work,our case analysis shows that rising demand and the embedding of digital technologies reshape governance
             structures—evidenced by the formulation of collaboration rules and the decentralization of emergency resources.
             Accordingly,primary - level governments can adopt adaptive strategies such as refining collaborative structures
             and strengthening emergency response capacity, while feeding back proactively into structural adjustments. Fur
             thermore,they should advance the development of coordination architectures and expand interdepartmental syn
             ergies in primary - level emergency management by enhancing situational awareness,consolidating structures,


             and empowering collective action.

             Towards Customary Governance: Determinants and Governance Strategies for the Return Migration

             〔 Abstract〕As a key pillar of China’ s poverty - alleviation strategy, relocation has substantially improved living
             conditions for formerly poor households. Yet in some regions, a share of relocated farmers return to their original
             communities after a period in resettlement sites. Understanding the drivers of this return migration is essential to
             improving post - relocation support. Guided by structural functionalism,this study develops a conceptual model
             and adopts an exploratory mixed - methods design—combining a household survey with regression analysis—to i
             dentify the main factors associated with relocated farmers’return propensity. The results show that distinctive fu

             nerary customs significantly shape return intentions;moreover,farmers’individual characteristics moderate this
             effect. Policy implications follow:governance strategies should incorporate the management of customary prac
             tices together with public - education initiatives. Tailored to regional and ethnic contexts, local authorities ought
             to respect traditions while reforming outdated practices, promote positive cultural values, and gradually curb the
             inclination to return. These measures can help consolidate the gains of relocation - driven poverty alleviation by
             fostering social stability and prosperity in resettlement communities.
