( 6)Party members serving as resident cadres in villages. In the new era, village - level Party membership work
must overcome undesirable tendencies in recruitment, ensure growth in numbers alongside improvements in qual
ity,and ensure that each category of new members fully plays its role.

Interpretation and Analysis of Chinese Path to Modernization by Foreign Marxist Political Parties

〔 Abstract〕Foreign Marxist political parties constitute one of the important forces in the international arena for
studying and interpreting the Chinese path to modernization. They have provided a relatively comprehensive in
terpretation and analysis of issues such as its historical process, main experiences, Chinese characteristics, pros
pects,and challenges. They point out that the Chinese path to modernization has always adhered to the leader
ship of the Communist Party of China, continued to advance along the course of the socialist system, relied close
ly on the wisdom and strength of the broad masses of the people, taken people - centeredness as the fundamen
tal value orientation, continuously explored based on national conditions and combined with the characteristics of
the times, and paid attention to the organic unity of strategic planning and tactical promotion. Additionally, they
have analyzed the five aspects of Chinese characteristics of the Chinese path to modernization,as well as the
prospects and challenges it faces. Sorting out their main views helps to further enrich the “ other”perspective of
Chinese path to modernization research and expand the international vision of the study.

Constructing Primary - Level Units for Whole - Process People’ s Democracy under the Perspective
of Collaborative Governance:Evidence from the Wenzhou Municipal People’ s Congress

〔 Abstract〕 In the context of national governance modernization,building primary - level units for whole -
process people’ s democracy is a major practical innovation through which the Party leads the people in advan
cing the political development of socialism with Chinese characteristics. As institutional platforms for the expres
sion of public opinion,these units—defined by a people - centered orientation and primary - level embedded
ness—serve as core drivers for developing institutional advantages in collaborative governance. Evidence from
Wenzhou shows that,within a collaborative - governance framework,technology enablement and multi - stake
holder collaboration can—by establishing a dual - track operating mechanism of “ Representative Liaison Stations
+ digital platforms”and designing functional use cases for “ linkage,consultation,oversight,follow - up,and
intelligent decision - making”—enhance the effectiveness and responsiveness of People’ s Congress oversight,
broaden channels for public expression,and improve governance performance. Nonetheless,the digital empow
