             〔 Abstract〕The 15th Five - Year Plan period ( 2026 ! 2030)signifies a pivotal phase in China’ s pursuit of at
             taining fundamental modernisation by 2035. In order to achieve this, it is essential to accurately identify changes
             in both international and domestic contexts. Adherence to novel development concepts and holistic approaches is
             also vital, as is the prioritisation of high - quality development, the deepening of reforms, the expansion of open
             ness,the active fostering of new productive forces, the continuous advancement of fiscal and taxation system re

             forms,the vigorous development of the cultural industry,and the refinement of social work mechanisms. These
             efforts are directed towards the comprehensive driving of orderly and high - quality socio - economic progress,

             ensuring steady advancement of Chinese - style modernisation.

             The Impact of Content Editors on the Performance of Government Short Video: Evidence from Pub

             〔 Abstract〕Reluctance to post, lack of posting competence, or indiscriminate posting by account operators con
             stitutes a major driver behind the recent wave of closures among public - sector new - media outlets. However,

             empirical research on how individual operators shape the performance of such outlets remains scarce. Drawing on
             Self - Determination Theory and a questionnaire survey of operators of government - affairs Douyin accounts, this

             study examines the impact of operator characteristics on the performance of public - sector short - form - video
             accounts. The results reveal that operators’creative self - efficacy and autonomous motivation correlate positively
             and significantly with account performance, whereas public - service motivation has no discernible effect. Moreo
             ver, accounts managed by full - time operators outperform those run by part - time operators, and accounts over
             seen by experienced operators outperform those managed by novices. The paper therefore recommends that gov

             ernment bodies innovate their management mechanisms and empower ‘ social - media editors’to harness intrin
             sic motivation and creative potential, so that public - sector short - form video can genuinely enhance governance
             capacity instead of degenerating into ‘ formality at one’ s fingertips’ .
