intent and objectives. The implementation of state directives has therefore become a critical component of con
temporary rural governance in China. Recent practice shows that the state’ s objectives in rural areas chiefly in
volve standardization,service provision,information verification,and responsiveness. These aims correspond to
an expansion of administrative, service - oriented, statistical, and socially embedded governance tasks. To fulfill
these state - driven assignments,the bureaucratisation of village organizations—casting them as primary govern
ance actors—has become as a widespread strategy. However,this approach not only amplifies the workload of
village organizations but also disrupts the foundational framework of “ township governance and village self - gov
ernance,”substantially weakening the sphere of village autonomy. On the basis of an analysis of the characteris
tics of the various governance tasks initiated by the state, this study argues that, without altering the fundamental
“ township governance and village self - governance”structure,tailored governance mechanisms should be de
signed for each type of task. Such mechanisms include clarifying the respective functions of township govern
ments and village organisations and establishing effective co - ordination arrangements to ensure collaborative ex
ecution of state - mandated tasks in rural areas.

Party - Building - Led Governance of Building Communities in China’ s Mega - Cities in the New
Era: Internal Mechanisms and Practical Logic - - Evidence from the Building Community Commit

〔 Abstract〕Innovating building - level Party - building models to advance high - quality development has be
come a core agenda for understanding the relationship between the ruling party and urban socio - economic pro
gress in China’ s New Era, and it is also a pivotal component of Party - led grassroots governance in mega - cit
ies. From the analytical lens of complex - systems theory,this study finds that building Party - building steers
building - community governance through four forms of coordination—goal,organisational,platform and capaci
ty—thereby aligning political,social and economic subsystems inside and outside the building. The practical
logic underpinning this steering rests on three congruencies:( 1)the functional consonance of political,social
and economic roles across the building system;( 2)the spatial integrity that links building, community and sub
- district as a single governance arena; and ( 3)the temporal synchrony between whole - life - cycle governance
and whole - process people’ s democracy. Creating an integrated governance space,reorganising individual ac
tors and stabilising the business ecosystem together constitute the internal mechanisms and latent driving force of
Party - building - led building - community governance. During its adaptive evolution the building complex sys
tem attains a relative equilibrium,which in turn facilitates the high - quality development of building communi
ties under the guidance of Party building.
