From Tool Adaptation to Overall Intelligent Governance:Understanding the Logic of Inter - con
             struction of Technology and Institution in the Construction of Local Digital Government

             〔 Abstract〕China is currently in a critical phase of technological explicit progress and institutional deepening re
             form,and necessitating a thorough recognition of institutional reform of emerging technology empowerment. The
             establishment of digital institutions serves as the cornerstone of digital government,which emphasizing the crea
             tion of intelligent digital connections between government and government. Unlike existing research that is often
             confined to that focuses on the description of phenomena or partial technical details, this paper adopts the ‘ tech
             nology - institution’co - construction process as its foundation to analyze the technology embedment and institu
             tional enabling logic in the construction of local digital institutions. It is revealed that the construction of local
             digital institutions in China generally presents the evolution process from “ tool adaptation”to “ institutional enab
             ling”and then to “ overall intelligent governance” . In the future, the construction of local digital institutions will
             require sustained efforts in key areas,process reengineering and integrated thinking.

             The Logic and Route Inscribed by Red Memory in the Dimension of Political Rituals

             〔 Abstract〕The red memory serves as the memory form of the history of the Communist Party of China over one
              - hundred - year,and the political ceremony provides a crutial medium for the inheritance and continuance of
             this memory form. However,within the historical trajectory of Chinese civilization, red memory is faces infiltra
             tion from various nihilistic ideologies, so it is imperative to inscribe red memory with political ceremonies. As a
             symbolic practice inbued with political significance, political ceremony can shape tangible symbol connecting red
             history and red memory, construct the cognitive mapping of red history through situational narration, and then re
             alize the collective identification of the intrinsic value of red memory in the ritual image construction. Therefore,

             writing red memory in political ceremonies should be based on the internal cognition and emotional evolution of
             ritual participants,and evoke red memory through ritual symbol network,ritual experience situation and ritual
             media,and foster broad consensus on red value,so as to provide profound cultural nourishment and spiritual
             support for Chinese modernization.

             〔 Abstract〕National identity refers to citizens’recognition of the legitimacy of state authority and their affective
             orientation toward the imagined community of the nation,encompassing both political and cultural dimensions.
             As a critical form of political symbolism embedded within political systems,political ritual scenes continuously
