摘 要： 本文以中小学教育系统为例，构建“信息传递模式变革—治理结构转
型—风险约束重塑”的分析框架，并引入“公众可见度”和“上级可见度”两个
概念，揭示数字时代舆情重塑基层治理的三重机制。 首先，信息传递从封闭分
级转为双向倒流，公众从信息接收者转为生产者，上级可越过基层直接获取信
息，基层信息垄断优势被削弱。其次，治理格局从分治转向共治，公众参与度提
升，上级数字化监管力度加强，形成横纵协同的治理网络。最后，基层风险约束
从软性转向硬性，规避问责的空间大幅缩减。 尽管基层积极调适，但仍面临治
理能力与责任风险、治理手段与治理环境错配的结构性困境。 本文为理解数字
时代的治理转型提供了新的理论视角。

How Public Opinion Reshapes Grassroots Governance in the
Digital Age: A Three鄄Tiered Analytical Framework

Abstract：Using the primary and secondary education system as a case study，this
paper examines the impact mechanism of public opinion in the digital age on
grassroots governance. Departing from previous risk governance research that treats
information transmission as an exogenous parameter，this article constructs an
analytical framework of “information transmission transformation + governance
structure transition + risk constraint reshaping”， and introduces two concepts of
“public visibility” and “superior visibility”. This framework reveals the triple
mechanism through which public opinion reshapes grassroots governance. At the
level of information transmission，the traditional closed and hierarchical information
