摘 要：“第三道数字鸿沟”研究的关注点在于数字技能产生的效果差异，但
实际上更多关注了收益性效果。 在与“资源与占用理论”对话的基础上，本研
究从“数字伤害”的角度，通过对 CGSS2017 调查数据的分析发现：年轻、高学
历、高收入的群体以及城市居民会有更高水平的数字技能，但进而也使得他们
需要面对更大的数字伤害； 群体间对数字技能的负面效果会有分化的防范能
力，其中，拥有高学历、高收入等位置类型的优势群体更能缓解数字伤害的影
响。本研究深化了数字鸿沟研究忽视的对数字负面效果的认识，并提出在未来
数字公共服务中应重视群体间对数字伤害的防范性不平等问题。

The Cost and Differentiation of Ability：Digital Harms in the
Third鄄Level Digital Divide

Abstract：The study of the third鄄level digital divide focuses on the differential
effects produced by digital skills， often assuming the benefits of these effects while
neglecting the varying capacities of different groups to guard against potential
negative effects.With the application of the theory of resources and appropriation，
this study analyzes the relationship between digital skills and digital negative effects
from a new dimension of digital harm in the Chinese context. It also explores the
inequality in the prevention of digital harm.
Based on an analysis of the 2017 data from the China General Social Survey
