             Constructing a Normalized Multi - cooperative Assistance System Guided by the Government and

             〔 Abstract〕Following the official conclusion of poverty alleviation campaigns and the consolidation of achievements in apoverty alleviation
             during the transition period,China’ s poverty alleviation and support work has entered a new stage of normalized assistance. One of the im
             portant features of normalized assistance is the shift from a government - dominated, unconventional tackling system to a normalized collabo
             ration system guided by the government and involving social forces. This paper systematically reviews the practices and overall effectiveness
             of Multi - cooperative assistance in China’ s anti - poverty governance across different stages. Based on the historical experience of social
             forces participating in assistance, the profound transformations in assistance governance in the new era, the unique value of social forces, and
             the practical need to foster endogenous development impetus, this paper clarifies the necessity of establishing a normalized collaborative assis
             tance system,and identifies four key requirements for this system, which are to establish a sound mechanism for positive interaction featuring
             government guidance and the participation of enterprises and social organizations,to promote the iterative innovation in the models of enter
             prise participation in assistance, to cultivate and support the participation of social organizations in assistance to meet the social service needs
             of disadvantaged groups, and to foster mutual assistance, co - governance, and endogenous development among collective economic organiza
             tions and village self - governance organizations. To improve the normalized multi - cooperative assistance system, it is imperative to continu
             ously clarify the functional boundaries and collaborative logic among the government, market entities, and social organizations, regularly mo
             bilize social forces,and cultivate a normalized assistance landscape featuring “ government guidance,market empowerment, and social par
             ticipation” .

             〔 Abstract〕Facing the strategic objective of comprehensive rural revitalization and common prosperity, establishing a normalized and targeted
             assistance mechanism has constituted a core institutional arrangement to consolidate the achievements in poverty alleviation and prevent large
              - scale relapse into poverty in the new development phase. However,the construction of a normalized and targeted assistance mechanism
             currently encounters multiple deep - seated barriers:departmental segmentation and incentive deviations trigger collaboration failure; fragile
             interest linkages and capacity mismatches lead to cooperation dilemmas;restrictive production conditions and inadequate risk resilience ag
             gravate development bottlenecks;the scarcity supply of production factors and barriers to factor mobility result in the absence of endogenous
             support. Therefore,comprehensive deepening the reform shall be taken as the key starting point, and establish a normalized and targeted as
             sistance mechanism from four dimensions: optimizing the collaborative governance system of governments, activating the endogenous develop
             ment momentum of micro entities, consolidating the hardware foundation for industrial development, and reinforcing core support for factor al
             location.

             From “ Subsistence Guarantee”to “ Development Empowerment”: Advancement of the Normalized

             〔 Abstract〕In response to the practical need for normalized prevention of poverty relapse during the 15th Five - Year Plan period, the gov
             ernance of poverty relapse prevention needs to further shift from material compensation to capacity building on the basis of safeguarding the
             baseline of basic living standards. The traditional “ Investing in Physical Assets”model played an important role during the poverty alleviation
             campaign stage, but has gradually faced problems such as diminishing marginal utility, mismatch between human capital supply and demand,
             and risks of intergenerational poverty transmission in the normalized assistance stage. Therefore, it is necessary to embed “ Investing in Hu
             man Capital”into the normalized practice of poverty relapse prevention governance, and build an innovative mechanism spanning from front
              - end risk identification to mid - stage classified empowerment, and then back - end power activation. Digital monitoring, hierarchical clas
             sification assistance, and interest linkage machanisms provide a practical foundation for poverty relapse prevention governance under the guid
