             〔 Abstract〕Currently,computational politics is undergoing a crucial intelligent transformation from a big data analysis paradigm to a simula
             tion model - driven research paradigm. Silicon - based samples, as virtual agents constructed based on large language models, have become
             an important approach to achieve this methodological shift. However, the rapid development of this paradigm system has, to a certain extent,
             exposed the dual predicament of questionable validity and ethical disorder, and even triggered a crisis of weakening the foundation of this re
             search field and hindering its sustainable development. This study aims to establish an integrated assessment framework that is embedded
             throughout the entire research process and can connect scientific validity with social responsibility, thereby seeking countermeasures to effec
             tively solve the above - mentioned predicament. This framework systematically transforms the theoretical assumptions of silicon - based sam
             ples into institutional tools, turning simulation experiments into traceable scientific verification methods, further promoting the intelligent shift
             of computational politics,and serving as a fundamental tool system that can be embedded in governance processes. Therefore,the signifi
             cance of the research lies in providing a standardized methodological benchmark for the application of the political science paradigm of silicon
              - based samples,promoting the formation of a high - quality knowledge production model in computational politics during the intelligent
             transformation process,and thereby providing effective institutionalized support for the methodological innovation of social sciences and the
             modernization of national governance in the digital age.

             〔 Abstract〕The proposal of the idea of closely integrating investment in physical assets and investment in human capital is a significant trans
             formation of social development philosophy,as well as a concrete manifestation of historical materialism that people are the creators of histo
             ry. Investing in physical assets is the construction of the essential power of human beings’objectification in nature, while investing in human
             capital is the realization and development of human essential power. The combination of the two is rooted in the philosophical position that
             “ human beings are more important than material things” . By applying historical materialism to analyze the relationship between “ investing in
             physical assets”and “ investing in human capital”, it reveals their unity of means and ends, the tension between instrumental rationality and
             value rationality, as well as the dialectical transformation logic in the movement of contradictions. On this basis, the combination of investing
             in physical assets and investing in human capital not only achieves the contemporary interpretation of the theory of productive forces and the
             philosophical reconstruction of the “ people - materials”relationship, but also represents the value destination of the people - oriented devel
             opment concept of Chinese - style modernization.
