should optimize the institutional arrangements in four areas of improving county - level overall planning mechanism, strengthening the identifi
cation of capacity shortcomings,promoting the undertaking of industrial assistance, and refining long - term evaluation mechanism, so as to
advance the transformation of normalized poverty relapse prevention governance from short - term subsistence guarantee towards development
empowerment.

A Correct Understanding of Good Performance Activates the Effectiveness of Grassroots Govern

〔 Abstract〕Developing a correct understanding of good performance and translating it into action serve as vital value guidance and institution
al standard for enhancing grassroots governance effectiveness. Grassroots governance bridges the national governance system and the daily
lives of people,and cadres’understanding of good performance directly influence the value orientation, performance standards, and imple
mentation quality of grassroots governance. A correct understanding of good performance is characterized by people - centeredness, practical
ity,long - term orientation,systematicity,and normativity. It can calibrate the direction,methods,and standards of grassroots governance
through value guidance,performance orientation,holistic governance,and institutional regulation. Currently,some grassroots governance
practices remain affected by biased perceptions of good performance, imbalanced evaluation systems, short - sighted performance practices,
and lack of commitment to work. This leads to evaluation systems deviating from actual effectiveness and policy implementation becoming
mere formalities. To enhance the effectiveness of grassroots governance,a correct understanding of good performance must be integrated
throughout the entire process of cadre education, evaluation, governance practices, and work style improvement, transforming it into tangible
governance outcomes that respond to public demands,resolve grassroots conflicts,and improve people’ s well - being.

〔 Abstract〕Amid the critical period of China’ s agricultural modernization,grassroots implementers of farmland protection policies face the
practical challenge of balancing multiple performance goals. Under multiple institutional constraints,some implementers tend to prioritize
“ image compliance”as their primary goal,generating tensions between long - term policy objectives and short - term evaluation metrics.
Drawing on the re - cultivation of abandoned farmland in Village Y, this paper adopts an organizational perspective to explain “ why substan
tive performance gives way to formal performance” . The study finds that precision technological supervision such as satellite remote sensing
institutionalize performance pressure,shaping a structural power ! responsibility asymmetry. In response,grassroots implementers develop
an accidental prevention - oriented technical translation strategy:they learn and strategically manipulate technical rules to convert policy in
tentions into compliance landscapes recognizable by monitoring systems,thereby maintaining organizational survival and personal security.
The stabilization of this behavioral pattern leads to a systematic shift in the focus of organizational performance:attention,resource alloca
tion,and evaluation criteria shift from pursuing substantive outcomes to meeting formal indicators that satisfy technical requirements. This re
search extends the typological explanation of policy implementation deviations in the digital era and offers countermeasure reflection for rectif
ying formalism and fostering a scientific performance orientation.
