             gagement. Actor embedding, in turn, facilitates role transformation and relational ties through diverse participa
             tion models, enabling deep collaboration within digital fields. In essence, the mutual reinforcement between field
             building and actor embedding creates a dynamically adaptive ecosystem for public service co - production. This

             perspective goes beyond the unidirectional accounts of traditional co - production theories and offers a co - crea
             tion - oriented dual analytical path.

             The Logical Evolution and Institutional Reconstruction of Regional Integrated Development in the

             〔 Abstract〕The collaborative evolution of the digital economy and regional integration has become a major driv
             ing force behind the restructuring of contemporary production relations. Drawing on an institution ! technology
             ! space framework for collaborative reconstruction, this paper systematically deconstructs the logic of institution
             al evolution,the innovation of practical paradigms, and the system of governance rules through which the digital
             economy propels regional integration. At the level of institutional logic, the policy paradigm is shifting from an e

             quilibrium orientation to a stance of dynamic adaptation. Digital infrastructure restructures the circulation of pro
             duction factors through technological as well as institutional empowerment; institutional innovation within spatial
             carriers,in turn,reconfigures cross - domain governance hierarchies. Operationally,China relies on the “ dual
              - circulation”strategy to break the gradient lock of its industrial chain. Through a “ dual - wheel drive”that in

             tegrates digital infrastructure with institutional coordination,a ternary mechanism linking technology,institu
             tions,and data is established to overcome data barriers and contradictions in the allocation of governance authori
             ty. Normatively,an incentive - compatible institutional ecosystem must be built on market - oriented factor allo
             cation,with the coexistence of regional values as its objective and adaptive governance rules as its backbone.
             The findings indicate that the deep linkage between the digital economy and regional integration calls for a dy

             namic feedback mechanism of technology iteration and institutional adaptation so as to unlock collaborative effi
             ciency through adaptive rule innovation. Accordingly,this study proposes an institution ! technology iterative
             symbiotic governance system for coordinated regional development and offers policy implications for optimising
             cross - domain governance in the digital era while advancing high - quality regional integration.
