and corrective constraints serving as its two wings. Within the broader “ strategy ! incentive ! constraint”ar
             chitecture,the Party follows the people - centred principle of subjectivity,formulating top - down strategic ar
             rangements that modernise the relationships among the Party,the government and the people. It introduces in
             centive mechanisms—such as target - based responsibility systems and cadre accountability systems—and applies

             corrective controls exemplified by self - revolution and policy piloting, thereby providing an authoritative yet effi
             cient organisational structure and a comprehensive regime of disciplinary accountability for the fulfilment of its
             strategic tasks. These measures have fostered a four - in - one pattern of modern governance— “ a strong Party,

             an effective government,an efficient market and an orderly society”—and have thus transcended the capital -
             centred logic that underpins Western - style modernization. Consequently,the CPC - led Chinese path to mod

             ernization has emerged as a new global narrative of universal significance.

             〔 Abstract〕The interaction among technology,politics,and security has grown more complex than ever before.
             Against the backdrop of a new round of scientific - and - technological revolution and intensified great - power
             competition, technology’s impact on a country’s political security has become increasingly pronounced. Polit

             ical security—encompassing the stability of state sovereignty, governing authority, institutional order, and ideol
             ogy—is the most fundamental prerequisite for a nation’s survival and development. The new wave of science
             and technology affects political security in four salient ways. First,novel technologies extend the reach of state
             sovereignty. Second, non - state actors now wield greater influence over governmental authority. Third, competi
             tion among different governance models is emerging in the arena of technology regulation. And fourth,cyber

             space has become the front line of ideological contestation. Accordingly, sound technological governance is vital
             to protecting political security at home,while international cooperation in technology governance is essential to
             advancing shared global security. Together,these internal and external efforts can build a robust technological
             bulwark for political security in the new era.
