search. To better examine the behavioral logic behind grassroots governments’choices of public service provision
models,this paper proposes an “ objective ! capability”analytical framework. Within a case context character
ized by identical institutional arrangements and service content, the study systematically compares three provision
models for meal services for elderly in City A. The research finds that the three models differ in the degree of a
lignment between the objectives of the principal and the agent and in the requirements for capability configura
tion. Grassroots government behavior is constrained by its space for autonomy, and tasks are integrated or priori
tized according to the relative weight of these objectives. In multithreaded task governance scenarios, a govern
ment’ s own capacity determines both its policy implementation enthusiasm and the likelihood of achieving its
goals,while varying perceptions of service providers are also critical factors in the strategic choices made by
grassroots governments. Moreover, when examined over a broader time span, the evolution of provision models is
shown to change in tandem with shifts in governance mechanisms. By analyzing grassroots governments’autono
my and their attitudes toward service providers within the framework of public service provision model selection,
this study offers new theoretical insights that can enhance the quality and efficiency of public service provision
and improve our understanding of the differences in government behavior in grassroots governance during the im
plementation of identical policies.

The Logic and Implementation Pathways of “ Party Led CoGovernance”in Urban Communities

〔 Abstract〕Pluralistic cogovernance has become the mainstream paradigm in current community governance re
search. However,the diverse behavioral logics of multiple actors—whereby the government operates on an effi
ciencyoriented management logic,the market pursues a profitdriven commercial logic,and society follows a
contractbased negotiation logic—pose significant challenges to the integration of these varied forces. The chal
lenge of achieving cogovernance despite plurality is a common dilemma in urban community governance, mani
festing in the dispersion of governing actors, the fragmentation of governance resources, the obstruction of institu
tional integration,and the difficulties in collective action. In contrast,the valuebased integrative logic of the
Party enables it to serve as the central nexus for coordinating diverse organizational efforts, linking mechanisms,
and mobilizing personnel. This, in turn, facilitates the formation of a cogovernance structure characterized by a
strong Party, capable government, effective market, and an organic society. Compared to the Western paradigm
of pluralistic governance,“ Partyled cogovernance”is a governance solution that better fits the realities of urban
communities in China,with the “ fivemicro integration”under hierarchical governance representing an effective
form and potential pathway for its realization.
