Politicians’Cognitive Ability in the Perspective of National Political Security

〔 Abstract〕As the importance of national security has been increasingly emphasized,studies on state capacity
need to go beyond examining administrative middle - level capacities and focus more on strategic,macro - level
capacities. It is crucial to reintegrate the role of political groups into state theory and reestablish the political na
ture of state capacity. This paper posits that the cognitive ability of politicians is a type of macro - level state ca
pacity that impacts national security. According to comparative political development studies, politicians’cogni
tive ability can be considered a meta - competence of state capacity, demonstrating its significance during pivotal
moments of institutional change. This is manifested in the understanding and utilization of regime or leadership
issues,institutional issues, and ideological issues by the group of politicians, thereby profoundly influencing na
tional security. This perspective also offers a fresh conceptual framework for analyzing the development and rise
and fall of nations.

〔 Abstract〕Political discourse underpins political operations,while social and economic conditions constrain its
production,circulation, and consumption. Political expressions derived from documents highlight the uniqueness
of China’ s political operations,characterized by rich and diverse discourse connotations. As a unique type of
political document,leaders’letters serve dual functions of communication and governance through specific dis
course presentations. An analysis of General Secretary Xi Jinping’ s responses, ranging from historical to contem
porary issues,from phenomena to their essence, and from text to practice since the 18th National Congress of the
Communist Party of China, reveals that concise texts with rich topical content, ample problem awareness, and a
strong call - to - action tone have gained widespread significance. These letters not only secure political and ad
ministrative authority,akin to general political documents, but also fulfill the function of ideological and political
education,thereby educating citizens and facilitating political communication and social governance. Viewing
governance changes through the lens of documents and discerning governance dynamics from response letters ex
pand the scope of traditional document politics research, thus offering an epistolary politics discourse window for
understanding the new chapter of governance in the new era.
