Effective Grassroots Governance under the Party’ s Leadership:A Rational Configuration of Guid
ing and Autonomous Mechanisms SHUAI Jia HUANG Fu - Xin 104

〔 Abstract〕The seamless integration of the Party’ s leadership and grassroots autonomy is crucial in determining
the efficiency and organization of governance in China’ s grassroots communities. Research suggests that the cur

rent approach to grassroots governance could be improved by concentrating on the development of the CPC. This
can be realized by strategically assigning roles and responsibilities across different Party organizational categories
to promote structured and sustainable growth at the grassroots level. In particular, township - level Party commit
tees should balance the delegation and control of power. This involves not only transferring authority to village
( or community)Party branches, but also setting clear boundaries and enforcing limitations on their actions. On
the other hand, village ( or community)Party branches should operate with a proactive and autonomous mindset,

actively addressing both explicit and implicit public needs with innovation and autonomy. A vibrant and harmoni
ously structured grassroots governance framework can only be established through fostering a mutually beneficial
interaction between these two types of Party organizations.

Analysing the Social Categorisation of Youth Employment Group in Cyberspace from the Perspec
tive of a New Security Pattern ZHANG Shu - Ting ZHOU Li - Hui 112

〔 Abstract〕In the post - pandemic era,the risks associated with the active expression and discourse of youth
employment groups in cyberspace have become increasingly significant. Under these circumstances, constructing

a new security pattern requires not only the party and government to analyse the new situation and risks but also
to shift from passivity to proactivity, taking active measures to shape this new pattern. With this understanding,

this paper first collects research literature on the theme of “ youth network discourse”from the CNKI database
and uses CiteSpace information visualization software to analyse keyword maps, clustering, and burst word analy
sis of the selected literature. Subsequently, this paper conducts a thematic analysis on the top - ranked cluste
ring labels and identifies two themes,“ youth employment group mentality”and “ youth active action ( expres
sion)”,that urgently require further scholarly exploration. This argument is supported by empirical evidence re
lated to the tensions caused by the active expressions or actions of young employment in cyberspace. Therefore,

this study proposes two corresponding strategies for mitigating potential social risks.
