Reform,Development and Governance of Social Organizations in the New Era———Learning the
Important Discussion of General Secretary Xi Jinping on Social Organizations

〔 Abstract〕Domestic social organizations have grown rapidly in recent years and have become an important force
in advancing Chinese modernization. To better unleash the vitality of social organizations, since the 18th Nation
al Congress of the CPC,General Secretary Xi Jinping has put forward a series of new ideas,viewpoints,and
judgments regarding the reform and development of social organizations. Adapting to the requirements of compre
hensive deepening of reform is the primary task for reforming and developing social organizations,which should
further unlock their vitality through internal structural reforms and external functional reforms. Serving the people
is the main function of social organizations:by integrating into social development to meet people’ s needs and
participating in social governance to resolve internal social conflicts,social organizations enhance their capacity
for societal participation and governance. Strengthening Party building, carrying out united front work, building
a solid line of defense for ideological security,and consolidating the Party’ s governing foundation have become
the fundamental tasks for social organizations, enabling them to better fulfill the role of the “ Two Consolidations”
( consolidating Marxist guiding ideology and consolidating the Party’ s ruling status) . Through the reform and de
velopment of social organizations,a path for the development of social organizations with Chinese characteristics
has been charted. General Secretary Xi Jinping’ s important discourse on social organizations provides theoretical
guidance and practical guidelines for strengthening the Party’ s mass organization and social work,and for pro
moting the healthy development of social organizations in the new era.

Reducing or Increasing Burden: The Alienation Logic and Dissolution of Grassroots Digital Govern

〔 Abstract〕With the deep embedding of digital technology,grassroots digital governance is widely regarded as
an important means to improve governance efficiency and reduce administrative burdens. Ideally, at the govern
ment level, digital technology empowers the digitization of governance elements, the intelligentization of grassro
ots governance,and the collaboration of government work, effectively reducing burdens and improving efficiency
at the grassroots. For societal actors,the digitization of public services,greater transparency of government
work,and the democratization of grassroots governance constitute the logic of alleviating burdens on the public.
However,in practice, grassroots digital governance has frequently been alienated into a state of “ increasing bur
den,”essentially reflecting an overload of digital tasks at the grassroots level. The underlying reasons for this
“ increased burden”phenomenon include: the transmission of pressure and context misalignment at the situation
al level;an imbalance of authority and responsibility and bureaucratic constraints at the institutional level; cog
nitive dissonance and technological overload at the technical level; and shifts in performance mindsets and a lack
of digital literacy at the individual actor level. To dissolve the “ increased burden”state of grassroots digital gov
ernance,several steps are crucial. First,at the situational level,relieve excessive hierarchical and social pres
sures and ensure digital technologies appropriately fit grassroots realities. Second,at the institutional level,re
construct the power ! responsibility system to empower local governments, while breaking down information silos
and achieving integrated digital governance. Third,at the technical level,reshape understanding of technology
and optimize its application. Finally, correct deviations in grassroots officials’performance orientations by resha
ping notions of political achievement and improving evaluation mechanisms, and enhance digital governance liter
acy — thereby promoting digital inclusion.
