〔 Abstract〕The development of the digital economy,while improving efficiency,has also exposed structural
contradictions inherent in “ digital private ownership.”Data resources have been monopolized by a handful of
platforms, leaving workers unable to share in the fruits of development despite their value creation and subjecting
them to imbalanced rights under algorithmic domination. Shifting toward “ digital common ownership”has thus
become key to building harmonious digital production relations. This transition requires establishing three core
principles:subjectivity,ownership,and the right to development. Correspondingly,institutional design should
focus on three aspects:establishing a new mechanism to recognize labor relations based on classification and
stratification;innovating arrangements for separating data element property rights; and improving a social securi
ty system tailored to the characteristics of digital labor. At the practical level,it is necessary to delineate plat
form responsibility boundaries through legislation, build a unified national digital social security service platform,
and pilot reforms of data property rights and other benefit - sharing models. These measures aim to transform
technological development gains into tangible benefits for the people and provide institutional guarantees for a
digital civilization in which emerging productive forces and new production relations interact in a virtuous cycle.

〔 Abstract〕Artificial intelligence ( AI)is a strategic technology driving a new wave of technological revolution,
industrial transformation,and social governance,while political security is fundamental to national security. As
AI becomes deeply embedded in the realm of political security through a three - dimensional logic — encompass
ing global technological expansion, transformation into a “ technological Leviathan,”and capital operations — it
may undermine national cyber sovereignty, challenge the governing authority of political parties, erode the effec
tiveness and fairness of political systems,and subvert a country’ s mainstream ideology. To seize the strategic
high ground in safeguarding national political security in the AI era and to protect national security interests, it is
imperative to secure a leading position in AI technology,utilize intelligent technologies judiciously,uphold
Marxist principles,promote institutional innovation in AI,and ultimately achieve a deep integration of AI em
powerment with the governance of political security risks.
